Bookmarks are the navigation panel of a PDF — a clickable outline that jumps to a section. In a long document they are the difference between a reference someone uses and one they scroll through in frustration.

This tool lets you create entries, rename them, nest them into a hierarchy and point each one at the right page.

How it works

  1. 1Load the PDF. Any existing outline is read and shown.
  2. 2Build the outline. Add entries, set their titles and target pages, and nest them to express the structure.
  3. 3Download. The outline appears in the navigation panel of any reader.

When you need it

  • Adding navigation to a manual assembled from separate chapters
  • Making a long report usable as a reference document
  • Preparing a document so it can later be split by outline
  • Restoring bookmarks lost when documents were merged

Frequently asked questions

Are bookmarks the same as the table of contents page?
No. A contents page is printed content. Bookmarks are a navigation structure shown in the reader's sidebar, and they are what Split by Outline reads.
Can I nest them?
Yes, to arbitrary depth, so chapters can contain sections.
Do they survive merging?
Generally not — merging does not carry outlines across. Add them after assembling the final document.
Are my documents uploaded anywhere?
No. Every tool in PDF41 runs inside your browser tab using WebAssembly and JavaScript. Your file is read from disk into memory, processed locally, and handed back as a download. It is never transmitted to a server, so there is nothing to intercept, retain, or delete afterwards.
Does this work without an internet connection?
Yes, once the page has loaded. The PDF engine, fonts and character maps are all served from this site rather than a third-party CDN, so an unstable connection or a locked-down corporate network does not stop the tool from working.
